Dissolved ANF employees want their fate known

KABULinfo-icon (Pajhwok): A number of the now dismantled Afghanistaninfo-icon National Fund (ANF) workers on Saturday protested against cancellation of the fund in Kabul and demanded the government make their fate known.

The ANF was formed in May in compliance to a presidential decree to collect donations and distribute them among vulnerable people.

It was created under the framework of Radio Television Afghanistan (RTA) with 42 million afghanis budget approved by the president. Ghani appointed Pamir Patang, brother of Diva Patang, as ANF chief.

But President Ghani scraped the body on the suggestion of Administrative Affairs Office and in compliance with the decision of the High Decision Making board on September 18.

However, Radio Television Afghanistan (RTA) head Ismael Miakhel had expressed his disagreement with the abolishment of ANF and had urged President Ashraf Ghani to allow the fund to function until a commission investigated the matter.

Earlier Pajhwok Afghan News has received a copy of the official order through which the ANF was abolished.

The order says: “The president approved suggestion of the High Decision Making Board regarding ANF that there is no need of formation of this fund and don’t refer any suggestion to me without its legal evaluation.”

A number of ANF employees protested against the cancellation of the fund through a presidential decree in Kabul and called for the fate of hundreds of employees to be determined.

They called for a comprehensive investigation into the matter by an impartial commission, saying it should be investigated fairly to ensure justice.

According to information published by the fund, planning to collect donations from donor communities, attracting and absorbing donations from national and international communities, managing distribution of collected fund, national and regional programs, funding, accurate assessment of aid distribution, equitable distribution of assistance, and identification of the aid are among working terms of the fund.

Kahkashan Kofi, ANF spokesman, told today’s meeting that they had not yet received an official order signed by president from the Administrative Affairs Office about the ANF cancellation.

She added that there were documents that showed untrue cases were presented to the president by the Administrative Affair Office and that the budget of this fund given to the Afghanistan National Radio and Television had not yet reached them.

Sediq Sediqi, spokesman for the Presidential Palace, told Pajhwok that a legal team had proposed canceling the fund after an investigation and President Ghani had ordered the ANF cancellation.

Administrative Affairs Office’s officials told Pajhwok that President Ashraf Ghani made the ANF cancellation decision based on the proposal from the legal board in this regard and that was final.

They added that the staff and officials of the ANF were unaware of the law, which was itself a crime.
