WJ summons Saleh, security bosses to Saturday session

Nov 04, 2020 - 18:42

KABULinfo-icon (Pajhwok): The lower house of Parliament on Wednesday decided to hold an extraordinary session next Saturday to discuss security situation, particularly Kabul University attack, with security bosses.

According to official sources, three armed insurgents attacked the Kabul University campus on Monday, killing 22 students and lecturers while 27 others were wounded.

Wolesi Jirgainfo-icon at today’s session called the attack a war crime and criticized detective and intelligence organs for their failure to prevent the incident.

Lawmakers said handing over security responsibility to inexperienced figures and creation of parallel security organs were factors behind the prolonged war and increasing violence in the country.

Mir Rahman Rahmani, speaker of the house, termed the incident as painful and asked the government to identify and punish those involved.

“Those who claimed to have ensured security in Kabul should now come and respond,” he said, while pointing to Kabul University attack. However, he did not name anyone.

First vice-president, Amrullah Saleh, recently took charge of Kabul security for a temporary period.

Rahmani criticized shortage of security guards for Kabul University and said, “the first VP is guarded by 300 personnel from VIP protection unit while Kabul University has only a few security guards…”

He directed Internal Security Commission of the house to summon VIP protection unit officials to provide explanation about the number of personnel it had deployed for security of VIPs.

A number of other lawmakers asked for summoning of Amrullah Saleh, National Security Advisor (NSA) Hamdullah Mohib, acting interior minister Massoud Andarabi and acting chief of the National Directorate of Security (NDSinfo-icon), Ahmad Zia Saraj, to Saturday’s meeting.

However, some MPs said they could not summon the vice president to the session, but others said even the president was answerable to the Wolesi Jirga under article 69 of the Constitution.

The article 69 of the constitution says, “The president is accountable to the nation and Wolesi Jirga based on the rules of this law.”

After a long debate, a majority of lawmakers voted in support of the speaker’s decision to summon first VP, NSA and security bosses of the three security organs.

Rahmani said the broad meeting would be held next Saturday.
