MPs set to vote 10 ministers designate next week

KABULinfo-icon (Pajhwok): Foreign minister designate Hanif Atmar, finance minister designate Abdul Hadi Arghandiwal and interior minister designate Massoud Andarabi on Monday presented their future plans to the Wolesi Jirgainfo-icon to win a trust vote from lawmakers.

Atmar said he had developed a new foreign policy for the government and Andarabi said that police forces in the past were recruited based on threats, but in the future, they would be recruited based on population and geography.

The Afghan government has recently introduced 24 new picks to Cabinet portfolios for a trust vote to the Wolesi Jirga, and three of them presented their plans to the lower house today.

Acting foreign minister and minister designate, Mohammad Hanif Atmar, said that peace with the Talibaninfo-icon did not mean an end to international terrorism.

“It is a bitter reality that one among every four or five people fighting against the government is a foreigner, foreign terrorists should be eliminated and removed from the territory of Afghanistaninfo-icon,” he said.

Atmar said there was need for foreign policy to encourage international community to support Afghanistan in fight against extremism.

“Terrorism is not the only problem of the Afghan people, but drug smuggling, weapons trafficking and human trafficking are also major problems that fuel terrorism”, he said.

“Afghanistan suffered from long wars and there is need for a foreign policy that can help end war in the country and bring peace”, he said, adding that he has shared such a policy with the president and would be also presented to the parliament.

“The region and the international community now know that peace in Afghanistan is in their interest, and the only way to maintain peace is support to the republican system, the support of the US, Europe, six regional neighboring countries and 11 regional countries in this area is important,” he added.

Atmar said he would bring required reforms to the Ministry of Foreign Affairs, improve the country’s relations with its international allies and Islamic countries if received the trust vote from the lower house.

He said he would not allow anyone to use the territory of Afghanistan for wrong actions.

Abdul Hadi Arghandiwal

Minister designate for the Ministry of Finance, Abdul Hadi Arghandiwal said that he had developed a plan based on which the country’s revenue would increase to 400 billion afghanis by 2025.

He said the desired revenue would help provide budget for all sectors including security sector and the country would become financially self-sufficient.

Arghandiwal said he had two goals in mind, including storage of food items and generating job opportunities and turning agricultureinfo-icon the centric sector of investment.

“An improved agriculture requires industry which depends on electricity, but Afghanistan has various sources of energy production,” he added.

For achieving this goal, Arghandiwal said they had prepared the second Peace and Development Plan in consultation with 64 government organs, private sector and international allies that would help in terms of economic empowerment and peace building.

He said if he was voted, he would fight against corrupt figures, control and equip the country customs and create a mechanism for tax transactions via banks.


Minister-Designate for the Ministry of Interior Affairs MasoudAndarabi said the Taliban continued to wage violence and posed security threats in some areas of the country to seek leverage in peace talks.

“Despite the fact that the people of Afghanistan through the Consultative Loya Jirgainfo-icon offered an opportunity of peace to the Taliban but the Taliban continued demolishing public property, misleading public minds and eliminating personalities,” he said.

He said that Kedmat Ryasat--- Service Department --- has been created in the ministry with the purpose to remove distance between public and police. This department will be extended to police stations as well.

According to Andarabi, there will be no need for sending applications to the MoI. “We are introducing new forms through which every officer could share his problems with the relevant department.” He added license for all vehicles would be made electronic in the coming six weeks.

Speaker Mir Rahman Rahmani said that the remaining seven ministers-designate would share their plans with lawmakers tomorrow and next day.

He said ministers designate Asadullah Khalid, Fazal Ahmad Manawi, Nisar Ahmad Ghoryan, Abbas Baseer, Masouma Khawari, Bashir Ahmad Tayanj and Mohammad Qasim Haleemi would share their plans with lawmakers on Wednesday.

But Wolesi Jirga member Ramazan Bashardost said there was no need for ministers designate to explain their plans and waste time.
